MP Tenders Portal – A Joint initiative of MP State Electronics Development Corporation Ltd. & NIC

Department of Information Technology, Govt. of Madhya Pradesh has adopted the e-tendering System using online platform in 2006. The Project being a BOT Project implemented as "No Cost to GoMP" commenced through MP Government Order No. F3-3/2004/56 dated 07th Sept 2006.

MAP_IT was declared as the Nodal agency for implementation in the State. Following a transparent process, Technical partners - consortium of Wipro and NexTenders was selected for a period of 5 years. The MSA was signed on 16th Nov 2006 and it came into force from 25th Mar 2007 when PWD floated their first online tender. The initiative has proved that transparency; fairness and equal opportunity to private entrepreneurs who bid for Govt. Contracts, sell products or expertise to Govt. agencies will evolve a competitive market and contribute significantly to a vibrant economy.

Further, Government of Madhya Pradesh through an order No. F/3-3/2004/56 dated 24.04.2012 appointed MPSEDC, a corporation under the Department of Information Technology, Government of Madhya Pradesh, as the Nodal Agency for MP e-procurement project and was assigned the task to take the project forward by identifying a new service provider for the project, once the arrangement with current service provider comes to an end including the extended timelines.

After a transparent tender route, MPSEDC selected M/s Tata Consultancy Services with Antares Systems Ltd as the new Implementation Agency for end-to-end e-Procurement solutions which was more comprehensive than e-tendering. The agreement with TCS & Antares was signed on 31.01.2013. The New Service Provider undertook the Customisation, Integration, Implementation and Maintenance of Single, Unitary, Web Based e-Procurement Software (Portal) with all the specified modules that included:

  • Centralized Supplier Management System
  • Indenting Management.
  • E-Tendering
  • E-Auction
  • Contract Management
  • Catalogue Management
  • E-Payments
  • SMS Gateway
  • Management Information System (MIS) & Accounting.

In November 2018 MPSEDC selected Government eProcurement System of NIC (GePNIC) as the new Implementation Agency for end-to-end e-Procurement solutions. GePNIC is an online solution to conduct all stages of the procurement process. GePNIC converts tedious procurement process into an economical, transparent and more secure system. Today, many Government organizations and public sector units have adopted GePNIC. Understanding the valuable benefits and advantages of this eProcurement system, Government of India, has included this under one of the Mission Mode Projects of National eGovernance Plan (NeGP) for implementation in all the Government departments across the country.

  • GePNIC has evolved over the last 11 years and is a stable, matured product now.
  • Used by – 28 States & Union Territories and over 500+ Central Government Procuring Entities
  • Spanning over 44 Live instance. eAuction Used by – 6 States covering 6,000 (Multi-Lot and Single-Lot Auctions) worth ₹ 6,635 Cr
  • ~ 1,00,000 Tenders published every month
  • On MP Tender Portal : More than 1 lakh tenders processed for more than 2 Cr value [2018-19 ; 2019-20 ; 2020 - 21(30th Aug 2020)].
