The Government of India had approved the Scheme for establishing State Wide Area Networks (SWANs) across the country, in March, 2005 at a total outlay of Rs.3,334 crore to be expended under Grant-in-Aid of Rs. 2,005 crore, over a period of five years. Under this Scheme, the State Wide Area Network (SWAN) of Madhya Pradesh has been envisaged. Madhya Pradesh State Electronics Development Corporation (MPSEDC) is appointed as State Implementing Agency (SIA) for the MPSWAN by the Gov. of Madhya Pradesh.


The project has provided bedrock of communication through voice, data and video throughout the State and is an effective tool for implementation of e-governance projects. The SWAN is ensuring the dissemination of Government services and information anytime and anywhere.


It is a reliable network for vertical and horizontal connectivity throughout the State. The MP State Wide Area Network is declared as a Critical Information Infrastructure (CII) providing connectivity between G2G, G2C, G2B and to government offices of which some are solely relying on MPSWAN and running the critical services of government. MPSWAN is deployed in a Hub & Spoke Architecture, with MPLS connectivity from all Remote POP location to One Central location, which is in line with the way Govt. of MP has been organized administratively. Some salient features of SWAN are:

  • Data Communication, IP Telephony, Video Conferencing (VC) and selective Internet available at all Locations.
  • Last mile connectivity through Lease line or RF.
  • Last mile connectivity through RF wherever wired line is not available.
  • Power backup at all locations.


Madhya Pradesh has become the very first state in the country to roll out the SD-WAN (Software-defined wide area networking) services in SWAN. It will simplify the IT operations with automated provisioning, unified policies, and streamlined management to help ensure rapid updates and resolutions, and provide advanced network functionality, reliability, and security. The prominent features of SWAN are:

  • Routing intelligence and threat intelligence on a certified trustworthy infrastructure
  • Separate and dedicated components for the control plane, data plane, and management and orchestration of the WAN
  • Enables network traffic control, enhances efficiency by eliminating traffic redundancy, and reduces server and CPU load
  • Leverages traditional transport protocols for the best application experience
  • Built-in security: Intrusion prevention system, web security, Enterprise firewall, Cisco Advanced Malware Protection (AMP), Next Generation Antivirus (NGAV), URL filtering, and SSL inspection
